What is the National Talent Program?

The National Assembly - given that helping talents is a very important interest and task for the whole nation – has accepted the National Talent Program by the decision number 126/2008 on 4th December 2008.

Hungarian talent program, which also spans the neighbour states, has got tradition since several decades.
However, in 2008, the Talent Program has got to a milestone by the above mentioned decision of the Assembly since the Parliament has raised this program to an official state program. It was recognised that the professional and civil sphere’s efforts on talent’s development can be more effective - in order to achieve their purpose - with proper government participation. Hopefully the results of this acknowledgement can be measured in the next generation’s successes already.

The National Talent Coordination Board assists and makes proposes on how to utilise the recourses given to the National Talent Program.
The Minister of Education is the chairman of the Board; his subordinates are: the President of National Talent Development’s Board; the Delegate Member from the Parliament (from Education and Scientific Committee); and the President of Hungarian Academy of Sciences.

The Professional Base of the National Talent Program

The National Talent’s Development’s Board means the main professional base for the National Talent Program (NTP). Its legal representative is the Hungarian Talent Support Council, which has become registered on 18th October 2006.
This Council brings together civil organizations from the field of talent program from Hungary as well as from the neighbour countries.  The number of the partner organizations is continuously increasing. This number is currently beyond one hundred.

One of the main objectives of the National Talent Support Council is to make a so called talent-map, which means to build a Talent-Point network among national and Hungarian-speaking country’s Talent Programs.
Talent-Points are institutions, organisations which are qualified with the Talent accreditation and operate a high quality talent program. The opportunity to become a Talent-Point is open for kindergartens, schools, foundations, etc.

The aim of the network is to supply appropriate information database for parents, teachers, local professionals and experts from elsewhere in the country –all who are interested in current Talent Programs.

Financing and activities of National Talent Program

National Assembly established the so called National Talent Fund in favour of the National Talent Program’s effective development.
This Fund is continuously replenishment from the central budget and also from the State Employment Fund; another important source comes from the 1% of the personal income tax (PIT); and last but not least private donations are transferred to NTF, too.

The Government has developed a two-year action plan for the programs, which are financed and supported from the NTF budget. Government decision number 1120/2009 contains the mentioned action plan.

The management of NTF is the duty of Public Foundation for Education, which since December 2009 continuously publishes NTP calls for applications in order to fulfil this task.

Financial management of National Talent Program has got another important element which was published within the framework of New Hungary Development Plan (NHDP): Hungarian Genius Program.
Hungarian Government has provided to Genius Program equivalent to 700 million Hungarian Forint EU funds so far.
